Upland Epoxy Floors installs epoxy flooring in Walnut for two customers who have almost nothing in common, and after more than twenty years here we have stopped pretending they can be served the same way. One of them owns a house with a private garage. The other runs an institution larger than the city around it.
Mt. San Antonio College sits at 1100 North Grand Avenue, spans 420 acres, has been operating since 1946 and teaches roughly 29,971 students in a city whose 2020 population was 28,430. The largest area of hard floor in Walnut belongs to a college that outnumbers the town it stands in.
Those two customers also run on different clocks, which is the practical reason this page divides the way it does. A household schedules around a weekend and a car that has to live somewhere in the meantime, while a campus schedules around a term that cannot move, and almost every decision downstream follows from that one difference.
Floors Across a College Campus

One Campus, A Dozen Different Specifications
A campus of this kind is not a single floor problem repeated. Automotive and aviation shops, science and nursing laboratories, kitchens, athletics buildings, corridors and the back-of-house spaces that keep all of it running each ask for something different, and with more than 400 degree and certificate programs on offer, the range of rooms is genuinely wide.
Treating them as one specification guarantees at least two rooms get the wrong floor. A shop bay needs impact tolerance and resistance to the fluids that end up on it, a laboratory needs a seamless surface that can be decontaminated, and a kitchen needs grip and drainage detailing that neither of the others cares about at all.
Corridors and Athletics Buildings
In a corridor the enemy is not chemistry, it is volume and the machine that cleans up after it. Thousands of shoes, rolling carts and an autoscrubber passing over the same line every night wear a floor by abrasion and by detergent exposure rather than by attack, and a system chosen for a shop bay is simply the wrong tool.
Grip belongs in that conversation too, because a corridor is at its most dangerous on a wet morning right after it has been mopped. Slip performance can be specified as a dynamic coefficient of friction under ANSI A326.3, which turns it into a number a facilities department can hold a contractor to, and the level gets balanced against how easily the surface can still be cleaned.
Kitchens, Wash-Down and Drains
Back-of-house floors fail at their edges long before they fail in the field. A coved base carries the floor up the wall as a continuous radius instead of stopping at a right angle, and the coating has to be terminated properly into each drain, because that junction is where water pressure and cleaning chemistry both concentrate.
The system itself has to survive the way those rooms are actually cleaned. Urethane cement earns its place where floors are hosed, steamed or hit with hot water daily, since it tolerates that cycling and that moisture far better than a rigid resin does, and a coating never repairs drainage anyway. A low spot stays a low spot unless the falls are rebuilt deliberately.

Working to an Academic Calendar
The Break Is the Entire Window
Most of these rooms are unavailable while a term is running, so summer and winter breaks are not a convenient time to do the work, they are the only time. That means the scope has to be sized to the window rather than the window stretched to fit the scope, which is a conversation worth having months ahead of the shutdown.
We build those schedules backwards from the first day of class and break a building into rooms or wings that can be prepared, coated and handed back independently. A room that is nearly ready when the term starts is not ready, and the whole point of the break is that nobody should be discovering that in the first week.
Fast-Return Systems and a Written Cure Schedule
Return to service is where a facilities schedule and a coating schedule most often collide. Ours is written down with foot traffic, equipment and furniture replacement, and full service each carrying a separate date, because a laboratory that gets its benches dragged back in a day early leaves marks that stay for the life of the floor.
The chemistry can be selected against that calendar rather than merely reported. Polyaspartic and polyurea topcoats return to service considerably faster than a straight epoxy build, and an MMA resin system can turn a room around overnight where nothing else would, provided the odor and ventilation are planned for honestly rather than discovered by the building next door.
District Procurement Is Not a Driveway Quote
Mt. SAC is a community college district, so floor work on that campus runs through district procurement and prevailing-wage requirements rather than through a private commercial bid. The specification has to be written to be bid, inspected and documented, and certified payroll is part of the job rather than an afterthought.
We would rather say that plainly than imply a campus building can be handled the way a residential job is. It is a different buyer, a different set of documents and a longer lead time, and a contractor who treats the two paths as interchangeable usually discovers the difference at the point where it costs the client time.
Garages on Large Detached Lots
A City of Private Garages
Walnut is about as purely a garage market as it gets. Single-family detached houses account for 94.7% of the city’s 9,230 housing units, 8,737 of them, attached single-family adds only 2.1%, there are nine mobile homes in the entire city, and 83.8% of occupied units are owner-occupied.
That produces an unusual shape: a small number of households, nearly all of whom own a private garage and can make the decision themselves without asking anyone. The market here is deep rather than wide, which is why we would rather build one properly specified floor for a client than sell three thin ones on the same street.
1980s Slabs, Mostly Behaving Themselves
The substrate is unusually consistent. The 1980s alone account for 47.9% of Walnut’s housing, 4,419 units, which is the most concentrated single decade anywhere we work, and 38.4% of the stock predates 1980. Slabs from that era were generally placed with a vapor retarder underneath, so bond failure driven by moisture is the exception here rather than the pattern.
The exception is still worth finding before it finds you. We take in-situ relative humidity readings to the ASTM F2170 method and record the number before any material is ordered, precisely because moisture failure is excluded from nearly every coating warranty in existence, and an unlucky slab in a good tract is exactly the case nobody bothers to check.
Slabs That Fall Toward the Door
The tracts here follow the hills, and a hillside pad often gives a garage floor more fall toward the door than a flat lot would. That changes which systems make sense: a self-leveling or high-build product keeps traveling downhill while it is still wet, while a flake broadcast system laid at a controlled thickness handles a slope without pooling at the threshold.
The equipment has its own opinion about steep approaches. A box truck, a planetary grinder and a dust extraction rig have to get up the driveway and stay put safely for the day, so the approach gets assessed at the survey and the plan is made then rather than being improvised by a crew standing at the bottom of it.
Finishes Worth the Preparation Underneath Them
Metallic and full flake systems are realistic choices in this city rather than something to talk a client out of. What separates a good metallic floor from a muddy one is the flatness of what is underneath it and the control of the topcoat over it, not the pigment in the middle, and that is decided during grinding rather than at the color stage.
A flake floor answers a different brief. Broadcast to refusal, it builds thickness, gives the surface texture underfoot and disguises the marks a working garage collects, and a polyaspartic topcoat over either system adds the abrasion and ultraviolet stability that keeps a car parked on it from lifting the finish where the tires sit.
Permits, Boundaries and Product Class
The City Runs Its Own Counter
Walnut handles its own permitting through the Building & Safety Division of the Community Development Department at 21201 La Puente Road, which issues building, electrical, elevator, mechanical and plumbing permits and runs its own inspection line. For a city this size, that is a short and direct path.
We do not offer opinions on what a given scope requires. Recoating an existing slab and building something new are different undertakings with different paperwork, and where a floor forms part of a larger project the answer comes from that counter rather than from an installer guessing at a plan check outcome.
The Boundary Most People Miss
The industrial land inside the city is a narrow strip on the southern edge. Walnut Business Park covers roughly 25 acres bordered by Valley Boulevard to the south, South Lemon Avenue to the west and Paseo Del Prado to the north, and the General Plan designates it Industrial, permitting light manufacturing, warehousing, artisan production and limited vehicle service and repair.
Immediately past that strip, the much larger warehouse stock lies outside the city limits altogether and answers to a different building department. Work that arrives labeled as being in Walnut frequently is not, so we confirm which jurisdiction a building actually sits in before quoting, because a plan check submitted to the wrong counter costs weeks nobody budgeted.
Two Product Lines, Drawn by Rule
The air district holds a floor coating to 50 grams per liter of volatile organic compounds and permits an industrial maintenance coating twice that, then blocks the obvious shortcut: subsection (c)(6) of Rule 1113 prohibits applying or soliciting industrial maintenance products for residential use. A garage attached to a house is residential no matter what is parked in it.
In a city where the same week can hold a campus building and a private two-car garage, we keep those two quoted from entirely separate product lines. That is a legal boundary rather than a preference, and it also happens to serve the client, since low-odor selection matters as much in an attached garage as it does in an occupied building on a campus.
