Upland Epoxy Floors installs epoxy flooring in Chino Hills, and more of the planning on these jobs happens before a truck moves than on almost any other residential work we take on. A large share of the floors we quote here sit behind a manned gate, on a graded hillside pad, at the top of a driveway that a loaded vehicle has to climb and then stay parked on for a day or two.
The non-residential side of this market is unusual as well. The city has no industrial base at all, so commercial work here means recreation buildings, clubhouses, school and retail spaces and the kitchens attached to them, rather than the kind of floor a coatings crew usually pictures when it hears the word commercial.
What both halves have in common is young concrete. Only 17.2% of the city’s 25,885 housing units were built before 1980 and 22.5% went in after 2000, which takes most of the usual moisture argument off the table and puts the risk squarely onto surface preparation. That changes where the care has to go, and the rest of this page follows from it.
Working Behind a Gate

Clearing Every Vehicle and Every Crew Member
A guard-gated community turns a scheduling question into an administrative one. Vellano is built around a championship golf course behind a staffed gate, and the managed Rincon tracts run on the same principle, which means names and plate numbers have to be lodged in advance for the crew, the material vehicle and anybody covering a shift.
We collect that list at the estimate rather than the morning of the grind. A crew held at a gate for forty minutes on the first day of a two-day job is not just lost time; it moves the coating window into the afternoon heat, and on a resin floor the afternoon heat is a materially different job from the morning.
Why a Mid-Job Material Run Costs More Here
On an open street, a second pail of primer is a twenty-minute errand. Behind a gate it is a second clearance for the same vehicle, sometimes with a different guard on duty and a different visitor list, and it can stall a crew that is already inside with a pot of mixed material going off in front of them.
The answer is to order against a measured floor rather than an estimated one, with the repair quantities settled first. Crack, joint and spall repair is priced up front on our estimates for exactly this reason, so the material list going through the gate on day one is the complete one.
The Community’s Rules Sit on Top of the City’s
Managed neighborhoods here carry monthly dues in the range of roughly $100 to $300, and what that buys is a set of rules about private streets, delivery hours and where a contractor may stage that has nothing to do with the municipal code. A community can restrict when a grinder may run even where the city would allow it.
So we confirm both sets of constraints before quoting a start date. Where a floor is inside a home the neighbors will never see, the community’s interest is entirely in the noise, the parking and the hours, and those are far easier to satisfy when they are agreed in writing a week ahead than argued about at eight in the morning.

Hillside Pads and Oversized Garages
Getting a Grinder Up the Driveway
This city is built on graded hillside pads and the driveways reflect it. A planetary grinder and a dust extraction rig are heavy, they arrive on a truck that has to park on the slope rather than beside it, and a driveway that a passenger car climbs without noticing is not automatically one we can work off.
We look at the approach before quoting rather than sending a crew to find out. Carbon Canyon on the north side of the city is reached by a narrow winding canyon road that limits vehicle size and adds real drive time over what the map distance suggests, and that shows up in how a day there gets built.
A Slab That Pitches Toward the Door
A garage floor on a hillside pad usually falls toward the door more steeply than a flat lot requires, and that slope changes how a coating behaves. A high-build or self-leveling product wants to run downhill while it is still wet, which thins the film at the back wall and thickens it at the threshold if nobody is managing it.
Mil build therefore gets watched across the slope rather than averaged over the room. Working the gauge rake and the notched squeegee against the fall, and pacing the broadcast so the aggregate does not migrate with the material, is what keeps a sloped floor the same thickness at both ends.
Three Bays Instead of Two
The master-planned neighborhoods here, Rolling Ridge, Sleepy Hollow, Eagle Ridge and Rincon among them, were commonly built with three-car garages. That makes an average job in this city larger than the same job in an older ring of housing, and larger in a way that changes the material order and often the number of days on site.
Bigger also means more edge. A third bay adds wall length, a second door threshold and usually a storage return or a water heater alcove, and every one of those is hand-detailed work that a square-foot rate quietly assumes away. We measure the perimeter as well as the area, because the perimeter is where the hours actually are.
Heat in an Uninsulated Garage
Slab temperature and dew point get read on the morning of the pour, not from a forecast written the week before. The same product that gives a crew about sixty minutes of working time on a 55-degree slab gives them closer to twenty at 95 degrees, and a west-facing garage that has been closed up since dawn sits at the top of that range.
That is a batch-discipline problem more than a start-time problem. Smaller mixes, more of them, and a crew paced to the working time the slab is actually giving is how a summer floor comes out the same as a winter one, and it is why we would rather start early than promise a full room in one pass.
Recreation, Clubhouse and Food Service Floors
Working to a League Calendar
The city’s sports park opened in 2003 on a 34-acre city-owned site and is operated under contract rather than run directly by the city, which means a floor there answers to two schedules at once. The operator holds the league calendar and the city holds the asset, and the closure windows that open up between seasons are narrow.
We scope that work backwards from the reopening date. The floor is divided so that a section can be prepared, coated and cured while the rest of the building keeps functioning, and the cure schedule is written as separate dates for foot traffic, equipment and full return rather than a single figure that means the longest of the three.
Concession Kitchens and Restaurant Floors
The two stadium restaurants overlooking the playing fields, and the tenants at the outdoor lifestyle center on the retail side of the city, are food-service floors, and those carry requirements a clubhouse does not. They are washed rather than swept, which means the coating has to be carried up the wall as an integral cove base instead of stopping at a raw junction that water can work under.
They also have to be coated entirely outside trading hours. That constrains the chemistry as much as the calendar, because a polyaspartic or polyurea topcoat over an epoxy build returns a room to service in a fraction of the time a straight epoxy system needs, and an overnight window is what these buildings can actually offer.
Slip Resistance Where the Floor Gets Wet
A kitchen floor and a locker area are wet or greasy for part of every day, and the safe version of either is a measured property rather than an adjective. Slip resistance is expressed as a dynamic coefficient of friction under ANSI A326.3, and naming a number gives an operator something to hold the finished floor against.
Texture still has to stay cleanable, which is the part that gets skipped. A surface aggressive enough to grip under grease but coarse enough to trap it defeats the nightly mop, so the aggregate broadcast is set room by room rather than run at one grade from the kitchen line out to the dining floor.
Newer Concrete and What Actually Fails On It
What a Post-1980 Slab Gives You
Housing built in the 1980s and 1990s accounts for 60.3% of the stock here, and concrete of that age was generally placed over a vapor retarder. That is the favorable case for a coating, and it means the moisture reading on a typical floor in this city comes back somewhere we can work with.
It does not mean the reading gets skipped. We still drill in-situ relative humidity probes to the ASTM F2170 method and write the number down before material is ordered, because moisture failure is the exclusion almost every coating warranty is built around, and a good result on paper is worth more than an assumption.
Preparation Is the Failure Mode Here
When a floor fails in a house this young, the cause is nearly always the surface it was put on rather than the slab beneath it. A troweled garage floor is tighter than it looks, and a coating rolled over a surface that was only cleaned and etched has nothing mechanical to hold onto once hot tire pickup starts working at it.
So the profile is opened with diamond grinding to a named ICRI concrete surface profile, never with acid etching, and one crew carries the job from that first pass through to the topcoat with no subcontracted preparation. Grinding also releases respirable crystalline silica, so containment and extraction run on our equipment as a matter of course.
Permits, Rule 1113 and Which Product Line Applies
Building and Safety here sits in the Community Development Department at 14000 City Center Drive, with inspections requested through the city’s Virtual Development Services portal. A coating on its own generally sits outside that process, but the remodel or tenant improvement work it is scheduled around usually does not, so we sequence against those inspection dates instead of our own convenience.
The air district rules are not optional either. SCAQMD Rule 1113 holds floor coatings to 50 grams per liter of volatile organic compounds and industrial maintenance coatings to 100, and subsection (c)(6) prohibits applying or soliciting industrial maintenance coatings for residential use, which is why our residential and commercial quotes come off separate product lines rather than the same one.
